The Puerto Vallarta City Council has officially approved the creation of the “Vallarta Playas Libres” (Vallarta Free Beaches) program. The main goal of this initiative is to guarantee that access to all beaches within the municipality remains open, free of charge, and permanent for everyone. The program has now been sent to the city’s specialized commissions for Clean, Free, and Certified Beaches, as well as Inspection and Vigilance, to oversee its implementation.
During the session, council members emphasized that beach access is a collective right in Mexico. Because beaches are considered public property and “goods of common use,” they cannot be legally privatized. The program reinforces the government’s responsibility to protect these natural spaces and ensure they are available for the enjoyment of the entire community rather than being controlled by private interests.
Moving forward, the city will increase inspections and surveillance to prevent any further irregular practices. By formalizing this program, Puerto Vallarta aims to secure its historic social rights and ensure that its coastline remains a welcoming space for both locals and tourists to enjoy without restriction.
