I have a amiga who volunteers at the animal shelter in Zihuatanejo. They have many dogs including Chows adopted by people from US & Canda so it is not dificult with proper health papers. I am sure there is a animal shelter in PV that can do the same. Now if you insist on a a papered purebred I am not sure, but you can bet the shelter will have chows.
When you get to PV, go see Andrea at Casa Andrea (Francisco Rodriguez, just off Olas Altas). She might be able to help you, or at least answer some of your questions about adoption - she's adopted out a few animals they've rescued. I heard tell there is an animal shelter up near the airport somewhere but I don't know for sure. Talk to Andrea, she can help if you're interested in rescuing a Chihuahua.
