FM2: Permiso de Residente Permanente
Seems the FMM is now called "Permiso de Visitante".
"One significant change due to the 2011 “new” law is that visitors in Mexico on tourist/Visitante visas CANNOT apply to change immigration status while inside Mexico. Visitantes must apply at a Consulate first from outside Mexico to get a new Residente Temporal or Residente Permanente. Further, Visitantes must apply for their Mexican residency visas from their home country. The consulates do not issue Residency visas."

What is the new permit called then? If it's not an FM3 or FM2 what is it called? There must be a new ID used by visitors and people that want to work in the country, just because they change the names doesn't mean they eliminated them... or am I wrong? Anybody know the details of this?

You would go into the country with an FMM, the one you get on the plane, and then you'd go to the INM to start the paperwork for obtaining an FM3 that would let you stay in the country, one year at a time.
Regarding cheap trips between San Diego and PV, I'd guess a plane would be the option, or how cheap do you want it to be? Bike?
No info on breakfast clubs... what are those anyway?

We will not be working, as we will be retiring to PV. When looking on the immigration website, I noticed that no one will be allowed with a pre- existing condition or chronic illness. I have searched and searched and can not find any rules.
Does this mean I will not be able to immigrate to Mexico? And, if we can immigrate, do we go without prescriptions and health care until we are residents? Also, do you know of anyone that has immigrated with similar circumstances or know who I should contact?
