I can't compare March with Nov and Dec, but we always spend the second half of March in PV and there doesn't seem to be much crowding, at least not with spring breakers. Sometimes you'll see a gaggle of college kids flitting around, and the clubs seem to do a pretty good business, but nothing crazy....

The bigger stores seem to be in the Hotel Zone and beyond. Soriana has at least two stores now, the one that used to be Gigante and a newer one near the Harbor. We've been there twice, first part of the house tour and the second time on our own. The more time you can spend there the better. Relax and explore.
