There is a booth on the south side of the terminal by the exit door. You buy a coupon for your taxi and get the official rate to whatever destination you specify. It is not $20 to the Hotel Zone. Comparison - Cda/Mx from 2003
This included one car with insurance, state medicare, hi speed internet but also 7.1p/C$ - the conversion rate in March 2003. I expect the costs are holding around 70% now.
