El Niño is a current and doesn't cause large waves. These are actually swells produced by storms thousands of miles away, the current culprit is the cyclone (southern hemisphere) Rene, south of Tahiti.

Many bars/restaurants offer free calls back home, just buy a beer.
Cafe Roma, Asaderos and Que?Pasa, to mention just a few.

The Chacala Rancho Tour was discontinued over a month ago, that site ----.puertovallartatours.net/ is woefully out of date and the site is just a ticket re-seller, . Go direct to the tour operator, -www.unique-atv-tours.com/ The Single or Double driver price is not per person but per ATV machine. :)...

We've had many El Niño events over the years and it never produced this, I've noticed a drastic change in the normal weather starting about 5 years ago.

Specifically a 'surf' rod. hmm. maybe not. I think the American chains here Walmart etc. will just have regular rods.

El Nogalito is just before La Estancia, where the road to San Sebastian branches off the main highway.
Montebello (previously Real y Minas) in San Sebastian has, IMO, the best Italian food in Jalisco.

San Sebastian is a 1.5 drive from PV, you really need a car for a day trip as by bus you would not have much time in town. There are also some tours there. If you get up early you'll see a lot of surf fishing along the Malecón beach and Los Muertos in PV. They do pretty good. I would imagine that the surf fishing is good out in Nuevo. I've heard of good sized Rooster Fish being landed. Plus no license is require when fishing from shore.

I did it many years ago when there were no buildings there at all, it was pretty good. Don't know what it's like now. I would suggest very early morning and at dusk.
