I have heard that BOA has agreements with other banks thier. Are any close to GCP?

Bank of America partners with Santandar in Mexico. There is an ATM in the Soriano Market in Pitillal, you would probably want to take a taxi the first time to see where it is and then you could take a bus.

If you go down to Centro there is one on the way in Plaza Genovesa, in the hotel zone, across the street from the Goodyear Tire store and Blockbuster Video.

There are two downtown. If you go to the Bank of America website you can find them under ATM locations in Puerto Vallarta.
