legal 5g. mota, 3 strike referral enforcement, mordita?

Hola! Perhaps someone can help out, here. Preferably someone who understands the efficacy of legitimate medical mota, not a moralistic, judge-mental ranter, por favor.
So: since <5g. mota (& other psychoactives) are now legal in Mexico, are the policia actively searching gringo-snowbirds randomly and putting the mordita on 'em? If so, is the third pinch resulting in mandatory addiction counseling?
How does this all pan out in daily life? I have a relative by marriage who lives in PV and grows her own. Ultimately, obtaining the legal amount and being discrete should be the norm, no? If not, why/how? Gracias, amigos.
