We're heading to PV March 28 through April 4. Is this before, during or after the "Spring Break" season?

it depends, easter is the 4th so some schools have break before, some have it after. you only really notice it in the clubs.

You will be there during the busiest week of the year. Many Mexicans vacation at the beach during this week. The beaches will be very crowded and streets packed. You will still have a great time and the weather will be great! It helps to know what to expect.
Be sure to watch your pocket in the crowds!

You won't find the beach by Villa Del Palmar packed like it is down around the Los Muertos pier area. The majority of the crowds are in the Los Muertos area because of more availability of restaurants, stores and bathrooms. The hotel zone does not have the public restaurant availability nor do they have the small stores to buy beer, soda, etc.
