Garbage and Trash

I am trying to info on garbage/trash ordinances in Nuevo Vallarta. We live in a condo in Nuevo that still has construction going on. There are no garbage containers and workers and people who live there toss the trash over the construction fence. It has piled up so high now (and a second trash pile is going on in front of the second tower) it shows above the fence. Our developer/HOA leader has done nothing about this. Can anyone give me city, state, government agencies I can call or write. Can anyone give me any help in what we can do? I have heard there are now wild cats, raccoons and possibly rats in the garbage...HELP!
