Low on cash

Did you try calling your credit card toll free # and asking them? Most credit cards will give you a toll free # for international calling. It's a hard question for someone to answer not knowing the terms of your particular credit card.

Any credit card I've ever had required a PIN for cash advances.

True, but in an emergency situation it is sometimes possible to get a cash advance without using an ATM machine and pin #. I am sure it would require arrangements directly with the credit card company and a local bank.

Find a tourist with cash, offer to pay for dinner (or boat trip or tour or whatever) with your cc and let him give you the cash ;) Old trick we used way back before ATM's 8)

I don't think it was a typo, the majority of the general public does not know how much of their personal info is in India right now, it is really scary since there are no laws here that are enforcable in India.
