We have heard that Hacienda is confiscating cars with American plates in PV, even if you have an FM-3 and have a temporary importation permit. Is there any truth to this?

I have absolutely no first hand experience with this, other that to repeat a few things that I have read on the Internet:

1. Rumor is that things have quieted down a little and they are no longer taking action against owners of legally imported vehicles.

2. This is a letter that was supposedly sent out from the Canadian consulate in Puerto Vallarta:

To all Canadian citizens,
This Canadian Consulate has been working on trying to obtain information from Customs and Hacienda authorities regarding the campaign on cars with foreign plates. We will be meeting on Thursday morning with Hacienda, Customs and Immigration officers regarding this issue, as it is urgent to get a clear picture of the situation.

It is clear chaos has originated from this campaign. There has been no clear direction given by the authorities for any real solution to the problem. We hope on Thursday to be able to produce clear guidelines as to what can be done and where you can complain as well, if needed.

We respect the Mexican authorities but we need to understand their position in order to do so.

From what we have been told now and this needs to be confirmed, the following cars with foreign plates are illegal and will be seized if:
>
1. - Owner of the car has a FM3 with work permit
2 - Owner of the car came in as a tourist on a FMT and changed immigration status to FM3 but never went out of Mexico to re-enter with the new immigration status.
3- Owner who entered Mexico with their FM3 work permit and were given by Custom the status of Turista on the temporary importation permit.

We realize that until today it did seem legal, so this Consulate is trying to understand the situation. Everyone affected by these measures should know where they stand and be aware of what they should do.

We will also request the authorities, if possible, to provide a written statement or guidelines for the public in general. For the moment DO NOT DRIVE YOU CAR IF YOU ARE IN ANY OF THE THREE ¨AT RISK¨CATEGORY, I mentioned above

We would also like to recommend you not to listen to everything everyone around you is saying, as this situation is clearly becoming out of control. Many people talk, give opinions or advice without really knowing what is going on.
We can ensure you this Consulate has been working hard making calls to the authorities and is really hoping there will be a way of fixing this problem without affecting every Canadian who drove down with his/her car and who works at the moment.

We have understood that the law in Mexico entitled all categories of the "visitante no inmigrante"

to drive their car in Mexico.

It seems the major issue with the authorities is that only the ´no inmigrante visitante rentista´ can drive his car in Mexico.

We hope to get back to everyone soon with proper information on the campaign as a guideline of laws applicable to foreigners driving their cars in Mexico .
