Reaching out to someone who lives there

I need to speak with someone who lives in PV near the Boca area (Chico's Paradise area) about my friend that has passed away. Someone please reply. If you know anyone that hangs out downtown, please get back to me on email.

There is a waiter named Ruben at a restaurant in PV called Mariscos Polo. He took us to Chico's Paradise area to spend the day with a Mexican family there. One of the young men in the family is named Noe.

You could probably reach Ruben by calling Mariscos Polo, and relay a message somehow that way, since Ruben and Noe are friends.
