am i obligated to grant his wish

I cant see why you would be obligated. Why is it important to them? I dont think i would do it. First there is a fee to change the name and then to change it back.

Some places wont accept a phone bill as proof of address - but they will accept a lease.

Whether or not its true, - i would tell then that the electric stays in your name because you may sell the place in a few years and that for tax purposes you must have the electricty remain in your name.

My office electric bill was not in my name, as I was just renting the office. However, the fact that I could produce the original, even without MY name on it (or my company's), was good enough for proof of address.
