Aviation Authorities in PV, like FAA in US

Does anyone have a contact number/person for the Mexican equivalent of the FAA in the US?
We have a ultralight yahoo up the coast a ways, who has been landing and taking off on local beaches, buzzing 30-50 feet over the heads of families with small children, and worst of all, blowing sand and dust into the margaritas of sunset watchers.
In the US, highly illegal to fly over congested areas or endanger people on the ground. Likely illegal here as well.
We would love to find an agency to file complaints with. Any advice or references most appreciated.
