Is this project taking place in the Vallarta area? The way the article reads it is going to be in Guadalajara. The meeting with officials was in Gaudalajara, Jalisco and the project is intended to start there. The closest area to PV that would be affected is the highlands about an hour away where you encounter the agave fields when driving to Guadalajara via Mascota.

You can also buy raicilla, another agave derivative, at road side stands in that area.
