Nope, they (TS people) are still there, although their numbers are lower due to less charters flying in. I am sure they will be there in large numbers to greet you when you come in October.
As for the taxi, crossing the bridge to get a \"cheaper\" taxi can be hit or miss, and you may only save a couple of bucks, or you may be completely ripped-off.
As I tell everyone, when traveling in Mexico, all airports and most bus stations have a regulated taxi stand with the fares clearly posted by zone. Same with the Vallarta Airport. When you get out of
customs and the shark aquarium, turn right. You will see a stand along the wall, near the glass doors, that says TAXI- there are two windows. I prefer AeroMovil. Both are the same price, and they list the actual fares by zone per taxi for up to four people (and depending on luggage- if you have a lot of luggage, then you may need two taxis for four people)
Buy your ticket there, give it to the driver and off you go. The amount you paid at the booth is the correct price, and you should not be charged anything more by the taxi driver. You may want to tip him for handling your luggage.
When you are in other cities in Mexico, like D.F. and Guadalajara, ALWAYS make sure you buy your ticket from the TAXI booth and do not go out in search of a taxi outside.
