The snorkeling along the Pacific coast of Mexico will not compare to what you will find in Hawaii and the Caribbean, the visibility is much less and the water temps are lower. The only decent snorkeling near PV seems to be south at Tenacatita.

The best surfing is probably at Sayulita, the waves there have the longest break and were about four feet high the day we were there. There is also excellent body surfing and boogie boarding at Los Muertos beach in Sayulita.
