Puerto Vallarta questions from a newbie.

Hi guys.

I have never been to Mexico but have seen some wonderful pictures of Puerto Vallart. It looks like a place I would love to visit. I am planning a vacation soon so thought I would ask some questions.
Last year I visited the Dominican Republic and was absolutely appalled at the conditions there. I did not do the usual AI Resorts but instead took the independent route. I booked my own hotel and rented a car. I had a nightmare in the DR thanks to the cops extorting money, the beggars harassing me for money and the basic filth of the place. I never want to see the place again.

My questions may seem insulting but please excuse my ignorance. I just do not want to repeat my mistake of last year.

1) Will I experience anything in Puerto Vallarta like in the DR? Namely beggars, crooked cops and filth?

2) Is it safe outside the resorts? Or do I need to confine myself to a walled community like an AI (all inclusive)

3) Is renting a car a recommended thing?

4) Do I need much Spanish? I got by ok in the DR without it.

5) Anything I should really know?

Thanks to all who have answered. I am looking forward to visiting Puerto Vallarta. It sounds like a town I will enjoy visiting.

BearHunter, PV is a great city and there is so much you can do. If you want to party until the cows come home, not a problem, if you just want to hang out and relax, not a problem either. You make your vacations what you want when you are in Vallarta. There so many places to see, so many places to party, eat, enjoy, watch.. great place to people watch that is for sure...

I have been in PV twice and I am returning on Jan.23rd for my winter vacation. Your questions have been pretty well answered but I would add one thing. Make certain that you do not possess even the smallest amout of pot or other drugs. Mexican law, related to foreigners possessing drugs, is something that you do not want to experience.
