stayed at hotel rio first time when i was 22yo in 1972..($8US/night)...a great place to call home in pv...over the years ive probably stayed there on 30 or 40 trips to pv from wash.dc,,then now in south florida since 87...my wife and i were in pv for 6 nights over memorial day last month...we always top at the rio to check out the changes...all of the rooms have been updated with air con units over the door ways,color cable tv etc....the roomks are simple ,but large and clean and most have a small balcony overlooking the street....in the early days you could look out your window at a little farmhouse on the ocean and listen to the roosters crow in the early morning.now theer is a large tourist market blocking the view...they have added kitchenettes in some of the bigger rooms...they had a big restaurant that was not open when we were there....but the also have a smaller restarant/jazz bar that serves meals.they had a spsecial on fresh fruit daiquaris and margritas for $20 pesos each,FANTASTIC, and i think they make the best from scratch bloody marys i hhave ever had.....at under $40night/ you cant stay at a friendlier, nicer ,safer hotel in town.my wife and i will stay a few nights in september,,,,;;;we also like POASADA DE ROGER HOTEL , AND PLAYA LOS ARCOS......

Posada de Roger is a personal favorite of mine (over a dozen stays there). But they only have a couple kitchenette rooms (on the roof) and those get a bit of noise from the Senor Frog disco behind. Hotel Rio comes well recommended from posters who have stayed there and had some kind of kitchen facility. Rogers is south of the river a few blocks, Rio and Encino just barely north of the bridge. All great central locations. Rogers has a very sunny and well kept small pool area and rooftop sundeck.
