beach at Velas, beach at Blue Bay

How is the beach at Velas Vallarta in mid-July? I know it rains during this time, but does it make the beaches muddy? Where from there can we go snorkling? Also, is it Blue Bay whose beach is sometimes known for ladies being able to go topless? (I know nudity is illegal, etc.)
