First off, look for a hotel in the Zona Romantica as you can walk everywhere in be in the heart of everything!
The Flamingos is so-so and not much in the area, except for the Marina Boardwalk.

So, look at the Tropicana, go for a Superior room or standard ocean view room. You will be right on the most popular beach, with plenty of top restaurants within a couple of blocks. Tons of mini-supers for drinks, snacks, beer, and of course, some of the best pars and places to hang out. You probably would not need a taxi once!

This area is awesome, safe, clean and you will have the best taste of Vallarta here. Plus, you can catch a water taxi right at the pier and spend a day at Yelapa or Las Animas. If you have any questions about anything in this area, I live here and had been travelling here for years. You will NOT be disappointed!!! I am sure MANY others will chime in about Zona Romantica/Olas Altas area as well.

I agree with the above posts. But are you already booked into the Flamingo? We stayed at the Flamingo for 2 nights in March, mainly to extend our 7 day stay by one extra day on each end to save on airfare. It served its purpose. It is located in the marina, convenient to the bus to downtown (20 minutes, mas o menos), but not really a place where I would want to spend a week. If you are budget conscious, there are better choices downtwon. If this is your first trip to Vallarta, choose something other than the Flamingo; January is not that tough a time to get a decent timeshare trade.
