The hotels you listed are $50+ and up, much more in high season (about 15 days from now)...but, I think you may like the Posada de Roger on Basilio Badillo. About $25 or so a night when you pay cash. They have a website: Google search Posada de Roger Vallarta... 2 blocks from the beach and they have a roof top pool.

It has not rained for a couple of weeks now, the rain is pretty much over.

I have heard that Posada de Roger is a nice place but that it is very noisy at night what with Senor Frogs and other clubs and bars in the immediate area. I have been told by regulars to PV that Eloisa may be a better choice for less noise. Same area but farther away from the late night party bars.

Try www.casa franca.net Very nice and reasonable. 1/2 blk from bay on Fro Madero. It is an apartment but the price is right. Information on that site. Ascoss the street is a little hotel (it is closer to the bay.) and it is not bad. The Eloisa is on Cardeas across from the little park. All in old town and we have found reasonable. Try the apartment fiirst. I think it is $300 a week.
