The witnesses are for the civil ceremony with the judge.
I suggest doing the legal in your home area as it does take about 5 to 7 days to have everything legal taken care of here and without a wedding planner and no Spanish you would be stressed to the limit to try to do the civil yourself.
There is no average wedding cost- it all depends on what you want. A cake or a certain flower can add $200+ dollars....
My friend Adam owns the Playa Fiesta and my friend Sergio helps with the weddings. Cute hotel, great area for weddings- may cost more than you want or may be perfect, you will not know costs until you can give the planners/hosts amount of people, how many rooms, what is your budget, etc. And remember, if your budget is low, do not expect a high buck wedding. Some people plan a wedding here thinking it is cheap, and while it is not nearly the cost of the States or Canada all the costs add up.
Once you knock down what you \"MUST\" let them know and the rest you can work out to fit your budget.
