Posada de Roger sounds like it might fit your bill. Clean, cheap, close to the beach, pool on the roof. Heart of the south side.

 Good choice for the budget traveler like me. Location good for beach access & in the heart of old town which I love. I find that I spend less & less time north of the river & more on the south side.
