Andreas Restaurant (Velas Vallarta)

Does anyone know if it is possible to eat at the Andreas restaurant located in the Velas Vallarta hotel if you are not a resident? The last time I stayed in PV, was all-inclusive at Velas Vallarta, and my Mum enjoyed the food at Andreas so much. Although when we return in 2006 we are staying at a different hotel, I know it would make my Mum so happy if we could eat there again.
