You may be talking about Portobello at the Marina. It is indeed a great place.

I forgot to add Cafe Bohemio, next door to La Piazzetta. Great for just about everything.

For very good and inexpensive shrimp or seafood combos, I suggest Mi Cocina in Old Town. Their menu has a few different, generous portion combos for 99 Pesos. The shrimp is my favorite.

They have pretty good margaritas too.
