not to sound like a total a-hole... but maybe on the street??? street vendor??? saturday and sunday nights are two of the best nights along the malecon (the board walk)... when you get down into old town there are many \"street vendors\" serving up tacos, grilled corn, etc etc etc...
depending on where you are staying, you might find some of them close by....
good luck...

Definitely the place to find it is on the Malecon. It is a different variety of corn, more like feed corn, that is used which could account for why it was crunchy. You really need to spread it with the mayo and put on the various powders or sauces in order to get something flavourful. I have never thought that it tasted as good as it looks or smells.
i think they use \"roasting\" ears, which is field corn still in the milky stage before it dries out and indents. I have been grilling corn for years, and love it with mayo and spices... also like it with lime juice, a little chipotle sauce or chili powder YUMMY
