Where are the best places for decent cheap clothing? Beach wear, footwear etc? What sort of times are clothes shops open till?

Try Lans Department Store. Two locations now, but I use the one just off the Malecon. Decent department store if you forget anything at home.

Most of the shops you will find have very expensive clothing and beachwear, so shop around.
