Fishing in Nueva Vallarta or PV

I know they have charters to take you out fishing, but they are tooo expensive for us. Does any one know if you could just hire a small fishing boat to take you out fishing for a few hours that is cheap? Just fishing in the bay for the afternoon would be great. Do the local fishermen do that? And how much would it cost?

We are coming in November and my daughters boyfriend loves to fish....
